How to Defeat an Army by Relief ? (2)
Ambassador Abdullah Al-Azraq
The management of Northern Operation Lifeline was neither transparent nor fair. Favoritism for the rebel movement was content and cover. When we request urgent food for residents in government-controlled areas, they involve us in bureaucratic troubles. It begins with a Fact Finding Mission, followed by a Head Count Mission; It takes a few weeks for them to send us enough for a few weeks.
They sometimes used the claim that a city in the areas under our government control was just a military garrison, without citizens, and they knew that this was not true…but it was evasion tactics.
The response to the rebels was immediate.
Usually, the rebels bring citizens from 25 kilometers away to mobilize them, enlarging the number of people on the day the needy are counted. Therefore, they received more than enough relief. They take this surplus and sell it in the Ugandan city of Golo. The White men know and turn a blind eye, “for the eye of contentment overlooks every defect”.
I praise Dr. Ashari Ahmed Mahmoud Khalil, then an employee of UNICEF, for his leadership, along with others, of the project to return 3,551 children who had been recruited by the Garang movement, returning them to their families and local communities.
These boys, some of whom were five years old and the majority of whom were less than 14 years old, included officers in their twenties who pretended to be child soldiers, infiltrating eight camps sponsored by UNICEF, in agreement with Garang’s movement. Before that, it was ignored that this was a global crime, for fear of angering Garang’s movement.
Dr. Ashari was the only northerner, not a member of the Garang movement, who worked in the city of Rumbek and was an employee of UNICEF in Operation Lifeline, after UNICEF obtained special permission for him from John Garang.
Ashari told me: His assignment to return the children faced difficulties from within UNICEF itself, and from several international organizations. They objected to his imaginary plan to return the children to their families within two weeks, after careful planning over months. The organizations were insisting on futile protocols, which Ashari rejected. He insisted on returning children to their families without what is called the family tracing stage, and this was considered wickedness in their consideration !!!
However, everyone agreed to the plan as it is firm.
In fact, all the children were returned and the camps were evacuated within two weeks, after careful planning over five months, with the participation of a team of more than fifty UNICEF employees and the project coordinator office from the SPLM, and dozens of people, some of whom were assigned to take some of the children one by one and walk on their feet.
One of the funny things about Dr. Ashari is that the rebel movement was fed up with his efforts, so Elijah Maluk – the movement’s relief official and Garang’s cousin – complained about him, claiming that Dr. Ashari was a supporter of the Islamic Front and they expelled him from the south!!!
Dr. Ashari told me: 20,000 children were recruited by Dr. Riek Machar into what was known as the “White Army,” with the knowledge of the organizations working in the lifeline.
Dr. Ashari did not succeed in convincing Riek Machar to return them to their families.
It is naive to believe that so-called humanitarian operations are actually humanitarian; Because the facts say: The network of interests and corruption extends from the UN Office for the Coordination of Humanitarian Affairs (OCHA) to include employees in organizations, senior officials in Western countries and officials in the countries where the alleged relief operations are taking place. The details of this are long.
Since the first months of the war, I have followed the launch of a campaign launched by organizations talking about a major famine. I wrote that there was something behind this campaign, and perhaps it was a preparation for a second operation lifeline.
Unfortunately, that prophecy has come true. Yesterday, Clementine Nkweta Salami, the Resident Coordinator and Humanitarian Coordinator at the United Nations, announced that the Sudanese government had approved the entry of humanitarian aid into Darfur from Chad through the Tina border crossing, and from South Sudan through the Renk border crossing to Kosti in the White Nile State. Cameron Hudson expressed his happiness with this endeavor.
I also regretted the Foreign Ministry’s hasty approval, which certainly came from someone of higher position.
But the Foreign Ministry should have maintained its opposition to creating a second operation lifeline. Especially as it had experience following the first operation lifeline; It is aware of the shame and failure of UNAMID.
Moreover, it is aware of the violations of our sovereignty by all these operations and their loyalty to the rebel movements against Sudan.
We are aware of the interference of UNITAMS and its official, Volker Peretz, in our internal affairs until Sudan expelled him.
What raises astonishment and pains the heart is that the authorities allow the relief gateway to be Chad, which committed the crime of aggression against Sudan by making its lands available to the UAE, through which the UAE sent tens of thousands of Chadian mercenaries, and more than two hundred planes loaded with weapons, supplies, and military equipment, and the same applies to the state of South Sudan, which It also facilitated the sending of mercenaries from South Sudan, with the support of the UAE, to Sudan.
It is no secret that the officials in these two countries are corrupt, and that they are pawns for Western countries and the UAE to tamper with.
We have suffered from the influx of weapons and mercenaries – and mercenaries are more dangerous than weapons – and military vehicles across the borders of these two countries. So how is it right for us to agree to be a crossing point for what is claimed to be relief?
Everyone who follows up knows that the campaign to create a second operation lifeline was activated after the defeats of the Sons of Dagalo militia and their FFC supporters; After hundreds of thousands of Sudanese joined the popular resistance.
Just as they saved Garang’s movement in the first operation, they are seeking to save the Sons of Dagalo militia and FFC through a second operation lifeline.
All of this is to enable them to put the Sudanese on their hands once again.
Your Excellency, Lieutenant General Al-Burhan:
They have prepared you for something if you understand it
So please “beware to graze with neglected animals”.
Were the neglected animals anything other than the Dagalo militia Clan and their FFC political/media wing?
Don’t you see them plotting against our army, justifying the atrocities of the militia, then in every capital they wander, and in every embassy they cover themselves and then prostrate?!!!
If you must be an actor, then the responsibility requires you to monitor, through Sudanese teams, all relief trucks and planes before they arrive in Sudan, and to accompany them, using a large number of Sudanese employees who are specially appointed for this purpose, and who carry diplomatic passports to protect them.
This should be one of our conditions that we cannot waive.
