Transfer or Replacement of Jeddah Negotiations.. Geneva.. An attempt of (Escape) of militia from Autumn Mud

Report – Amir Abdul Majeed

Among many leaks about what is happening in Geneva and the orientations and agendas of each party, many proposals have emerged, not only what was leaked in the media, but even what was not leaked from the indirect table.
There is a proposal for a truce for (3) months supported by some countries supporting the negotiations, and there is a proposal to open the political file to reach an agreement and direct negotiations with the inclusion of civilians and other proposals that were put forward after the government delegation arrived there.
Indirect Deliberations :

The only thing that was proposed was talk about opening humanitarian aid paths, but the bridge seems to have something underneath it, which prompted the government to issue a statement in which it said that it had agreed to participate in indirect deliberations in the Swiss city of Geneva regarding the humanitarian situation in response to the initiative of the Secretary-General’s Personal Representative. It formed its delegation from representatives of ministries and entities related to humanitarian work based on the invitation, but after the delegation arrived in Geneva, it did not receive any notification of the agenda and programs that it would discuss.
Rather, it was asked to go to the Conference Palace in Geneva, in what appears to be direct negotiations, contrary to what was agreed upon, because the invitation was for indirect discussions and not a negotiation process, which is what Lt. Gen. Madani Al-Harith said was an attempt to open another forum that might transfer matters to Geneva instead of Jeddah, and perhaps it is a new forum, but in the end it is not agreed upon.
He added, “Geneva discussions are booby-trapped, and I believe that the leadership in Sudan realizes this and understands that what is happening here is an attempt to transfer or replace Jeddah platform, which is something that international and regional powers active in the Sudanese dossier are striving to open the political file now and urgently if the matter is related to In humanitarian matters, the file is clear and there has been an agreement since May 11, 2023, but it seems that the matter is related, as I said, to the political dossier that some international powers are now trying to move and open.
Supply lines :

Dr. Osama Hanafi, specialist in Political Science at the University of Sudan, believes that the matter cannot be addressed only from the angle of moving the negotiations away from the battles taking place on the ground, as on paper it seems that the militia has expanded and is attacking some areas and threatening to enter others, which is a negotiating position, but on the ground it is losing more fighters and mechanisms every day, which makes it lose the ability to withstand, particularly since the fall season has begun and will disrupt its movement, which depends on speed and moving from one place to another.
He added, “The fall will make them isolated islands and cut off their supply lines and enable the army, especially the warplanes, to eliminate them easily, particularly since they have opened the field to the point of recklessness.” He continued, “Granting the militia a three-month truce is like a kiss of life because these months will make them arrange their now scattered situations and the roads will be opened and the rains will stop.”
He said, “Is it clear now why the Geneva discussions proposed a three-month truce or do we need more clarification?”
Brig. Gen.(Rtd)Hassan Nouri Abdul Qader agreed with him, who pointed out that any agreement for a (90) day truce is a priceless gift for the militia that has been stifled by the movement of the joint forces and the army and will be further stifled by the rainfall, which will limit the speed of the panic movement that it relies on and will make it vulnerable to air strikes.
The SAF is also more experienced than it in dealing with muddy ground that the militia fighters are not good at dealing with and it will be dangerous for them to move in it and move from one place to another.
I believe that the government is well aware that the (90) day trap will allow the militia to catch its breath, arrange its affairs and regain Supply lines and most importantly not to lose its fighters and vehicles due to movement from one area to another because the roads are blocked by water and the soil is muddy, which is something that the military leadership of the militia fears and is fully aware of,” he added, “The organizations are pushing towards accepting a ceasefire to deliver humanitarian aid, but is this what is meant?”

Alleviating Suffering :

In contrast, Adnan Hazam, the official spokesman for the Red Cross in Sudan, said that the International Committee of the Red Cross usually welcomes any initiative or move that alleviates the suffering of the Sudanese people because the humanitarian situation in Sudan is very bad.
He added, “The country is witnessing the largest wave of displacement in the world, and this has been reflected in reality, as the humanitarian needs have become very large in various aspects,” and he continued, “We are only concerned with humanitarian matters and working on them.”
