Cairo Conference is an important turning point because it laid the foundation for separating the political issue from the military issue and laid the foundation for overcoming exclusion in Sudanese political life.
Abiy Ahmed’s visit to Sudan was for the purpose of camouflaging the plan, and the leaders of the security and military services did not stop communicating with the Emirates and developed into visits to Abu Dhabi. Geneva negotiations upgraded Jeddah platform to an international level, and the army studies military public opinion and communicates to inquire about the details of the invitation and the location of Jeddah Agreement, and this is its right, but in the end it will go to Geneva. I asked the military leadership about the status of the armed movements and they confirmed to me that they had integrated them and their assets in vehicles and equipment were evaluated and paid from the state treasury, so their position demanding that they be part of the negotiations separately is incorrect.
For considerations of American safety rules, the American envoy and the aid director requested that their meetings with officials be held at Port Sudan airport, and Burhan had to accept their request and send them the Minister of Foreign Affairs and one of his military assistants, and not He goes by himself, the army should not hesitate to go to Geneva because it will win because it will be the first beneficiary, the demands of (Rapid Support RSF) in the secret meetings in Manama and Amman were about his participation in the army command body and the Americans want to meet Burhan to get his opinion on basic issues that will be discussed in Geneva, in Jeddah negotiations the militia said that it will leave the homes in exchange for bases in the streets and the army must continue to refuse that and adhere to its proposal to neutralize the cities from the military force except for the police), No one is denying Mubarak Al-Fadil his right to express what he sees, and to provide whatever advice he wants to the military leadership, as he said, and to welcome, support and promote the Geneva meeting as he did and is doing now, but to go to publish information that he obtained, as he said, from the military leadership, that may harm the unity of the internal front, this is a matter that is rejected by him, Mubarak should not have sat in the seat of the other party, refusing the participation of the armed movements in the negotiations even as a matter of negotiation tactics, jumping over the truth, the armed movements engaged in the fighting alongside the army, and formed the joint forces and this It does not mean that these forces were merged, and there is no doubt that his talk about the Ethiopian Prime Minister’s visit to Sudan was for the purpose of camouflaging the plan, exceeds his right as a politician to evaluate the visit to harm relations between the two countries, and he was wrong to consider Geneva an upgrade of Jeddah forum to an international level.
Mubarak knows that America sponsored the forum alone and brought others to be observers, in addition to the fact that the American Secretary of State announced his leadership of the negotiations himself, so are these negotiations for a ceasefire?
He said that the Americans wanted to inquire about the demands of the Rapid Support Forces RSF regarding its participation in the General Staff of the SAF which was one of the outcomes of the framework workshop on reforming the security and military apparatuses, which recommended that the Chief of Staff be from the Rapid Support Forces RSF in exchange for the Commander-in-Chief being from the SAF .
As for his statement that the SAF agreed to neutralize the cities from the military force except for the police, this is incorrect talk, and promotes positions that precede Geneva.
The SAF insisted on the withdrawal of the Rapid Support Forces RSF from homes and streets and the evacuation of civilian facilities and service centers, and did not agree to withdraw its forces from the cities, which is practically impossible, as it is impossible to dismantle the airports and air bases and remove them from the cities.
The SAF demanded that the Rapid Support Forces RSF be gathered in camps outside the cities and specified those camps.
Mubarak Al-Fadil Al-Burhan asked that he accept the Americans’ request to meet with the American envoy, the Director of American Aid, and the Chargé d’Affairs at Port Sudan Airport (due to American safety rules), and he should have accepted their request and sent them the Minister of Foreign Affairs.
One of his military assistants does not go himself, and regardless of these rules, this interview in the manner proposed by Mubarak is a violation of Sudan’s sovereignty, and a lack of recognition of the government headquarters and thus a lack of recognition of Burhan as President of the Sovereignty Council TSC . The Americans began negotiations before its scheduled date. The condition of the interview at the airport is one of the most important agendas of the negotiations. Mubarak did not leave anything to be negotiated.
