Sudanese Foreign Minister Ali Yusuf stated that before Turkey announced its initiative for reconciliation between Sudan and the UAE, it was certain that both parties had welcomed it.
According to Yusuf, this initiative started positively, and there is optimism about it. He added that President Erdogan is a wise figure with significant capabilities and extensive relationships with countries in the Arab and African regions, stressing that Turkey’s weight would be behind this initiative.
Yusuf acknowledged that the situation in Sudan is very complex and that the conflict, which is based on the UAE’s clear and proven support for the RSF by providing them with weapons and supplies, requires a different approach from other issues like the problems with Ethiopia, Somalia, etc.
He pointed out that there are certain conditions that must be agreed upon before the Sudanese leadership officially enters negotiations with the UAE. These conditions include halting military and logistical support from the UAE to the RSF, ensuring the UAE’s commitment to preserving Sudan’s unity, sovereignty, and institutions, particularly the armed forces, just as countries like Egypt and Turkey have committed. He added that the UAE must also pay financial compensation to the Sudanese people, in addition to compensation from all parties managing the assets of the Al-Deglo family, emphasizing that this is a basic condition for reconciliation.
Regarding the intentions of the “Taqaddom” Civilian Forces Coordinating Body to form an exile or parallel government to delegitimize the Sudanese government, Yusuf confirmed that such claims will lead to nothing. He said that the RSF tried to form civilian administrations in Al-Jazeera and other places, but they failed. “I don’t think this will lead to political successes,” he added. He stressed that the solution to the crisis will only come through political dialogue between the different parties to discuss what happens after the war ends, and the solution can only be achieved through Sudanese-Sudanese dialogue. He said, “There is no concern on our part about the formation of an exile government, which requires international acceptance.”
Regarding the sanctions imposed by the European Union on Monday on Sudan’s Military Intelligence Director, Major General Mohamed Sabir, Yusuf confirmed that these sanctions are insignificant, just like the U.S. sanctions. He considered them mere signals of dissatisfaction from the entities imposing them, but they have no real effect.
Yusuf did not rule out Egypt’s active role in Sudan’s future, saying that Egypt is Sudan’s closest country, has strong ties to its issues, and its security is linked to Sudan’s security. Therefore, Cairo is closely following developments in Sudan and will contribute to any solution that the Sudanese people accept.
Regarding the activation of the Jeddah Initiative, Yusuf said its activation depends on the militia’s implementation of the agreements made in May 2023. He confirmed Sudan’s commitment to reinvigorating its participation in the African Union, explaining that this issue is being addressed by the African Union’s Peace and Security Council, which has pathways for reconciliation in its recent decisions.
Regarding the upcoming meeting in Nouakchott to discuss Sudan on Wednesday, Yusuf explained that Mauritania, as the current chair of the African Union, is hosting these consultations. He said it is an attempt to coordinate among the different initiatives regarding Sudan. He clarified that this meeting in Nouakchott is the third one among the concerned parties and initiative holders in Sudan to discuss its crisis, adding that Sudan is not a party to these meetings and will only be presented with their results.
