UN Secretary-General António Guterres expressed deep concern over the announcement by the “Tassiss” coalition—which includes the RSF militia, affiliated civilian groups, and armed factions—regarding the formation of a governing authority in areas under their control.
A statement from the UN Secretary-General’s spokesperson reaffirmed Guterres’ deep concern, warning that such a move represents a further escalation of the conflict in Sudan, exacerbates fragmentation, and risks entrenching the crisis. The statement stressed that this declaration does not bring Sudan any closer to resolving the conflict, which can only be achieved through comprehensive and meaningful dialogue and negotiations.
The Secretary-General reaffirmed that preserving Sudan’s unity, sovereignty, and territorial integrity remains key to a sustainable resolution of the conflict.
He also strongly condemned the ongoing violence against civilians across Sudan, including horrific instances of conflict-related sexual violence and ethnic violence.
The statement noted that the Secretary-General’s Personal Envoy, Ramtane Lamamra, is actively engaging with the warring parties and all relevant stakeholders to advance a ceasefire, ensure civilian protection, facilitate humanitarian access, and support de-escalation efforts.
