After Marathon Deliberations: Details of the African Union Peace and Security Council Statement on Sudan

The Peace and Security Council, recalling all its previous statements and decisions regarding the situation in Sudan—particularly the press release issued at its 1292nd meeting on 29 July 2025, the press release of its 1264th meeting on 11 March 2025, the statement issued at the 1261st summit on 14 February 2025, and the statement of the 1216th summit on 21 June 2024;

Reaffirming the African Union’s commitment to the sovereignty, independence, unity, and territorial integrity of Sudan, and expressing solidarity with the Sudanese people in their legitimate quest to restore peace, security, stability, development, democratic governance, and a consensual resolution to the crisis;

Acting pursuant to Article 7 of the Protocol Relating to the Establishment of the Peace and Security Council and the African Charter on Democracy, Elections and Governance;

Having heard the interventions of Algerian Ambassador Mohamed Khaled; Chair of the “Silencing the Guns” Committee, Dr. Mohamed Ibn Chambas; the Special Envoy of the Chairperson of the AU Commission to Sudan, Ambassador Mohamed Belaiche; and representatives of IGAD and the World Food Programme;

Under Article 7 of the Protocol, the Council decides as follows:

1. Expresses deep concern over the continuation of the conflict in Sudan and its catastrophic impact on lives, infrastructure, and the economy.

2. Voices grave concern about the worsening humanitarian situation, particularly famine in El Fasher, and calls for the immediate lifting of the siege imposed by the Rapid Support Forces (RSF).

3. Urges all humanitarian organizations to deliver aid, calls on warring parties to ensure its rapid and safe access, and requests the Commission and the Sub-Committee to provide immediate support to Sudanese civilians.

4. Reiterates that a military solution is unsustainable and calls for an immediate and unconditional ceasefire as a prelude to political dialogue.

5. Strongly condemns the declaration of a “parallel government” established by the “Sudan Founding Alliance” led by the RSF.

6. Urges AU member states and the international community not to recognize any parallel government or efforts to divide Sudan.

7. Affirms support for a civilian, democratic transitional process and calls for the inclusion of all segments of Sudanese society.

8. Welcomes the appointment of Dr. Kamal El Tayeb Idris as Prime Minister and the formation of a civilian government, urging the international community to support it.

9. Urges all parties to prioritize Sudan’s interests and those of its people over narrow gains, and to work to end the suffering of Sudanese citizens.

10. Commends the roadmap presented by the Chair of the Transitional Sovereignty Council on 8 February 2025 and calls for its full implementation.

11. Calls for the resumption of Sudanese–Sudanese dialogue on inclusive foundations and in a spirit of national reconciliation.

12. Commends the efforts of the Summit Committee chaired by Ugandan President Yoweri Museveni and the expanded mechanism supporting the political solution.

13. Praises the work of the AU Commission, particularly the High-Level Committee, and urges continued coordination with IGAD and neighboring states.

14. Expresses appreciation to Sudan’s neighboring countries for hosting millions of refugees.

15. Reaffirms the AU’s commitment to work with IGAD, neighboring countries, the Arab League, and the United Nations to achieve a lasting solution.

16. Urges warring parties to protect civilians, respect international humanitarian law and human rights, and hold perpetrators accountable.

17. Condemns foreign interference in Sudan’s conflict and calls on the Sanctions Sub-Committee, the Committee on Intelligence and Security, and the African Police Mechanism to identify involved parties and propose measures.

18. Expresses concern over the proliferation of initiatives and calls for a unifying meeting led by the AU and IGAD to consolidate peace efforts.

19. Directs the AU Commission to conduct an urgent field mission to Sudan (Khartoum/Port Sudan) to follow up on the transitional process.

20. Calls for adherence to AU normative frameworks such as the Constitutive Act, the Charter on Democracy, the Lomé Declaration, and the Council’s Protocol.

21. Reaffirms the AU’s commitment to accompany the Sudanese people toward lasting peace and democratic transformation.

22. Requests expedited reopening of the AU office in Port Sudan with a reduced staff.

23. Decides to continue monitoring the situation closely.
