Calls are mounting among political and human rights circles in the United States and abroad for Congress to designate Sudan’s Rapid Support Forces (RSF) as a “Foreign Terrorist Organization,” amid growing accusations of genocide and war crimes against civilians.
The initiative comes after Senator Jim Risch introduced an amendment to the National Defense Authorization Act (NDAA) requiring the U.S. administration to take formal action to blacklist the militia. Launched through the Action Network platform, the campaign enables American citizens and Sudan’s allies to sign a petition urging lawmakers to support the amendment.
According to the campaign, the RSF is “not a legitimate political or military actor but an armed gang implicated in mass killings, rapes, looting, and the displacement of millions of civilians.” The petition stresses that classifying the RSF as a terrorist organization is “a vital step to cut off its financial, military, and political lifelines.”
Human rights groups and Sudanese diaspora activists in the U.S. warn that any delay in action means “more killings, more famine, and more suffering for innocent Sudanese civilians,” urging members of Congress to assume their moral and legal responsibility in the face of crimes against humanity.
The campaign comes as the international community continues to warn of a deepening humanitarian catastrophe in Sudan, with millions at risk of famine and siege—particularly in the city of El Fasher, under relentless RSF assault for more than 500 days.
