UN Security Council Calls for Immediate Cessation of Hostilities in Sudan

Members of the United Nations Security Council expressed deep concern over the continued violence across Sudan, urging the parties to the conflict to halt fighting immediately and prioritize negotiations aimed at securing a permanent ceasefire.

In a statement, Council members condemned reports of repeated drone attacks targeting civilians, civilian infrastructure, and humanitarian personnel, as well as their premises and assets — including strikes that have affected operations of the World Food Programme since early February 2026.

They stressed that deliberate attacks against humanitarian workers may constitute war crimes and called on all parties to uphold their obligations under international humanitarian law.

The Council also condemned continued attacks by the Rapid Support Forces in areas of Kordofan and the destabilization of those regions, along with all forms of violations committed against civilians.

The statement further denounced reports of arbitrary detention and conflict-related sexual violence, noting that such acts may amount to war crimes and crimes against humanity.

Council members also condemned alleged atrocities reported in El Fasher, including systematic killings, mass displacement, summary executions, and ethnically motivated attacks, calling for accountability for all those responsible.

The Council urged all parties to protect civilians and comply with international law, including commitments outlined in the Jeddah Declaration.

Members expressed grave concern over the escalating risk of famine and acute food insecurity in parts of Sudan, warning against the use of starvation as a weapon of war. They called for safe and unhindered humanitarian access and secure passage for civilians.

Reaffirming that the highest priority is advancing talks leading to a permanent ceasefire, the Council underscored the need for a comprehensive, Sudanese-led political process. It welcomed regional and UN efforts aimed at securing a humanitarian truce to facilitate de-escalation and support an inclusive civilian transition.

Council members also urged all states to refrain from external interference that could fuel the conflict and to comply with relevant Security Council resolutions, including Resolution 2791 (2025).

They reaffirmed their unwavering commitment to Sudan’s sovereignty, independence, unity, and territorial integrity, reiterating their rejection of any attempt to establish a parallel governing authority in areas controlled by the Rapid Support Forces.
