
Cairo – Sudanese columnist Al-Tahir Satti has revealed details of the U.S. proposal delivered by Massad Boulos, Senior Adviser to the U.S. President, to Sudanese Foreign Minister Mohi El-Din Salem during their meeting in Cairo on June 19.
Key Provisions of the U.S. Proposal:
- A nationwide humanitarian ceasefire lasting 90 days to facilitate the delivery of humanitarian assistance and support negotiations.
- The establishment of a joint committee to oversee and monitor the implementation of the ceasefire.
- The creation of a United Nations mechanism, with the participation of the African Union and the Arab League, to support:
- Limited withdrawal operations.
- The delivery of humanitarian aid.
- The protection of civilians.
- The return of displaced persons.
Security and Political Arrangements:
- Respect for Sudan’s unity, sovereignty, and territorial integrity.
- An end to foreign military interference, the cessation of all forms of external support, the withdrawal of foreign fighters, and measures to prevent the flow of illicit weapons.
- Negotiations aimed at reaching a permanent ceasefire, accompanied by security arrangements that include the withdrawal and redeployment of forces.
- Initial priority to be given to North Darfur and North Kordofan states.
- The implementation of disarmament, demobilization, and reintegration programs, along with the cantonment of forces.
- The preservation of a unified national army accountable to an elected civilian government.
- The deployment of international monitors to support the implementation of the ceasefire and ensure civilian protection.
The Political Process:
- A comprehensive Sudanese-led dialogue to establish a civilian-led transitional process.
- The formation of an elected civilian government.
- Ensuring that the political process and state institutions remain free from extremist groups linked to the Muslim Brotherhood or militias accused of committing atrocities.
- The establishment of a reconstruction fund.
Note: The meeting held the following day between Sovereignty Council member Lieutenant General Shams al-Din Kabbashi and Massad Boulos was described as positive. Kabbashi reiterated the government’s welcome for international initiatives, provided that Sudan’s sovereignty and national principles are respected.
