Cairo Conference.. Final Statement Blocks the Path to Breaking the Sudanese Crisis
The final statement of the Sudanese Political and Civil Powers Conference, hosted by the Arab Republic of Egypt on Saturday, was a major point of contention among the conference participants after leaders of armed movements and politicians refused to sign it due to its failure to condemn the violations of the Rapid Support RSF Militia.

The text of the final statement of the Cairo Conference condemned “all violations committed in the war,” and affirmed the need for an immediate cessation of the war, including mechanisms and means of monitoring the permanent ceasefire and cessation of hostilities.
The conference participants called on and appealed to countries and entities supporting the warring parties with any form of direct or indirect support to stop igniting more fires of war in Sudan.
The conference participants affirmed the need to adhere to Jeddah Declaration and consider the mechanisms for its implementation and development to keep pace with developments in the war.
Justifications for refusal :
Political and civil Powers said that the final statement of the Cairo conference did not include their comments and amendments and that they did not sign it and that it did not enjoy consensus, and they explained that the person who read the statement did not agree with it.
The political and civil powers indicated in a statement signed by a number of leaders of armed movements and political leaders, most notably the head of the People’s Movement – Revolutionary Front Malik Agar, Jibril Ibrahim, Minni Arko Minawi, Al-Tijani Al-Sisi and Chieftain Mohamed Al-Amin Turk, that they refused to sit directly at this stage with (Taqddum ) Coordination due to its alliance with the Rapid Support RSF Militia according to a signed and announced agreement and other reasons related to its failure to condemn the serious violations of human rights and dignity and the humiliating practices and violations of performances and looting and plunder, and in connection with that, the formation of a joint mechanism with (Taqddum ) Coordination was rejected.
The statement continued, “The political and civil powers presented their vision separately on humanitarian and political issues and how to stop the war to the facilitators and their amendments to the initial draft of the final statement and agreed that a statement would be issued by the facilitators with the outcomes, considering that the invitation was presented personally.”
Types of Torment :
The head of the Justice and Equality Movement ( JEM) Jibril Ibrahim, said that those invited to participate in the conference responded to Egypt’s invitation without hesitation due to its great standing with them, and they found in the opening speech of its Foreign Minister what warmed their hearts.
Ibrahim added in a post on Facebook, saying, “But the final statement did not take into account the feelings of the people who were subjected to various types of torture by the militia, and did not mention those who impoverished and starved the people by obstructing the delivery of food to them, so we preferred not to be a party to it.”
Avoiding Failure :
The final statement of the conference also affirmed the importance of aid reaching millions of Sudanese lives, and called for the protection of humanitarian workers and preventing them from being exposed to danger and persecution by the parties to the war.
The conference participants agreed to preserve Sudan on the basis of citizenship and the federal democratic civil state, and agreed to work to stop the fighting, stressing the need to spare the post-war founding phase all the reasons that led to the failure of previous transitional periods, leading to the establishment of the Sudanese State.
Disappointment :
In turn, the head of the Sudan Liberation Army Movement (SLAM) Minni Arko Minawi, thanked the Arab Republic of Egypt, which he said provided the Sudanese to meet after concessions, thinking that the conference would come out in sympathy with the victims by issuing a condemnation of the practices of the Rapid Support Forces RSF .
Minawi continued in a post on Facebook, “However, the final statement disappointed the Sudanese, particularly the victims, so we are not concerned with the statement because it does not carry sympathy with the people.”
Key Points :
Deputy Chairperson of the Democratic Unionist Party (Origin) Jaafar Al-Sadig Al-Mirghani affirmed that the conference represents “an important step towards ending the Rapid Support Forces RSF rebellion and establishing a suitable environment for elections,” and said that the wording of the conference’s final statement was not successful or comprehensive due to its disregard for the essential points established by the interventions of many participants.
Al-Mirghani pointed out that the final statement did not clearly refer to what he mentioned regarding condemnation of the “rebellion’s” attack on the cities of Singa and Madani, and the cities that sheltered refugees, and the violations it committed in Darfur.”
Al-Sisi confirms :
Despite the severity of the differences that accompanied the final statement of the Cairo conference, Egyptian President Abdel Fattah Al-Sisi received the conference participants on Sunday.
Al-Sisi said during the meeting that Egypt will spare no effort in healing the rift between the various Sudanese parties and stopping the war, ensuring the return of security and stability, and preserving the capabilities of the Sudanese people, stressing the need for concerted efforts to reach a comprehensive political solution that achieves the aspirations of the Sudanese people.
