UN Security Council Demands End to El Fasher Siege and Accountability for Militia

The United Nations Security Council strongly condemned on Thursday the repeated attacks launched by the Rapid Support Forces (RSF) militia on El Fasher and the Zamzam and Abu Shouk displacement camps in recent days.

The Council expressed concern over reports that RSF attacks have killed at least 400 people, including children, and at least 11 humanitarian workers.

In a statement issued Thursday, Security Council members called for the RSF to be held accountable for these attacks. They referenced Resolution 2736 (2024), reiterating their demand for the RSF to lift the siege on El Fasher and called for an immediate cessation of hostilities and de-escalation in and around the city.

The Council urged all parties to the conflict to protect civilians, comply with their obligations under international law, and adhere to Resolution 2736 and the commitments made under the Jeddah Declaration.

Members also called for accountability for the RSF and all perpetrators of attacks on civilians and human rights violations in Sudan.

They urged all parties to the conflict to protect and respect humanitarian workers, their facilities, and supplies, in accordance with international legal obligations, and called for safe and unhindered humanitarian access throughout Sudan.

The Council expressed deep concern over the two-year anniversary of the conflict’s outbreak and its impact on the Sudanese people and the region. They called on the warring parties to seek an immediate end to fighting and encouraged sincere engagement in a political dialogue aimed at achieving a permanent ceasefire and an inclusive, Sudanese-led political process.

They urged parties to take advantage of the UN-led indirect talks to agree on steps toward achieving these goals and working towards a lasting resolution of the crisis in Sudan.

The Security Council also urged all UN member states to refrain from external interference that would fuel the conflict and instability, and instead to support efforts aimed at achieving lasting peace.

Finally, the members reminded all parties to the conflict and UN member states of their obligations regarding the arms embargo imposed under Security Council Resolution 1556 (2004), as reaffirmed in Resolution 2750.

The Council members reaffirmed their strong commitment to the sovereignty, unity, and territorial integrity of Sudan.
