Economic Expert Proposes Roadmap for Sudan’s Reconstruction and Recovery

Economic expert and professor at the University of Khartoum, Dr. Mohamed Al-Jack Suleiman, revealed key challenges facing the reconstruction and recovery efforts in Sudan.

He summarized these challenges as the need for extensive institutional reform, a lack of trained and qualified personnel, a shortage of national data that can provide accurate population information, and a significant shortfall in funding needed to finance recovery programs and utilize available or potential resources.

Al-Jack emphasized the importance of strengthening the legal and executive systems, combating corruption and nepotism, and activating the role of the police to provide the minimum necessary security for the return of displaced populations and the attraction of capital.

To achieve rapid recovery, Al-Jack proposed a planning framework that begins with establishing a clear national vision. This vision should take into account the roles and needs of all levels of government — federal, state, and local — in revitalizing the economy and engaging communities at all three levels. He also recommended a structural plan that considers foreseeable needs over the next 20–30 years, ensuring consistency and alignment across planning levels — from national to state to local — with genuine community participation in implementation.

He stressed the need to strengthen state institutions to carry out follow-up, monitoring, review, and to provide sustainable, evidence-based funding. He concluded that implementing these points requires achieving a minimum level of security, maintaining and repairing vital infrastructure, restoring housing and service facilities, enabling the return and protection of residents, revitalizing the local economy, and reactivating basic services.
