Over 200 Million Yuan in Grant from China to Sudan

On Tuesday, the Ministry of Finance and Economic Planning signed a grant agreement worth 210 million yuan from the People’s Republic of China to the Republic of Sudan.
The agreement was signed on behalf of the Sudanese government by Dr. Mohammed Bashar, Undersecretary for Planning at the Ministry, and on behalf of the Chinese government by Mr. Zhang Xianghua, Chargé d’affaires at the Chinese Embassy in Sudan.
Dr. Bashar explained that the signing of the agreement comes as part of implementing the outcomes of the participation of the President of the Sovereignty Council in the China-Africa Cooperation Forum held in Beijing in September 2024. He noted that the grant will be directed towards essential services sectors such as health, water, and education, as these are the current national priorities. He praised China’s continuous efforts in supporting Sudan’s development.
Mr. Zhang Xianghua stated that the grant is a practical step toward implementing the joint mechanism previously established between the two countries to coordinate and follow up on the implementation of the Beijing Summit outcomes and the grant allocated to Sudan as announced by the Chinese President during the summit. He added that the mechanism continues to work on drafting a detailed plan for Sudan’s needs and priorities and emphasized China’s commitment to strengthening economic cooperation with Sudan and participating in development and reconstruction projects according to the identified priorities.
In the same context, Dr. Bashar revealed his recent participation—representing Sudan—in the annual meetings of the Asian Infrastructure Investment Bank (AIIB) in Beijing, where he met the newly elected bank president, Madam Zou Yan. He noted that she promised a special status for Sudan in future infrastructure financing and investment from the bank. Dr. Bashar expressed hope that the bank would become a key supporter in rebuilding what the war has destroyed in Sudan.
