The African Union’s Peace and Security Council (PSC) held an emergency session Monday to discuss developments in Sudan, reiterating its support for the country’s sovereignty and territorial integrity while rejecting the formation of any parallel government.
The session was chaired by Algeria’s representative, Ambassador Mohamed Khaled, the PSC chair for August.
In a statement following the meeting, the council condemned the escalation of military operations and foreign interference, reaffirming its opposition to any “parallel government,” which it said posed a direct threat to Sudan’s political process.
The PSC called for the immediate cessation of hostilities and urged Sudanese stakeholders to engage in an inclusive, Sudanese-led political dialogue paving the way for the restoration of constitutional order.
Reports were presented by the AU High Representative Mohamed Ibn Chambas, representatives of IGAD, and the World Food Programme, focusing on the humanitarian situation in conflict areas—particularly Darfur and Kordofan.
Council members stressed the priority of protecting civilians and ensuring unimpeded humanitarian access.
The PSC welcomed the appointment of Kamil Idris as civilian prime minister and called for accountability for human rights violations. It reiterated that a comprehensive Sudanese-led political process is the only viable path to ending the crisis, warning that the absence of a political solution would prolong civilian suffering.
Sudan’s Permanent Representative to the AU, Ambassador al-Zein Ibrahim Hussein, addressed the PSC during its informal consultative session before the formal meeting on Sudan.
According to the Sudanese Foreign Ministry, Ambassador al-Zein briefed the council on humanitarian, security, and political developments, including the formation of the “Government of Hope” under Prime Minister Kamil Idris, describing it as an important step in implementing the roadmap announced by Sovereign Council Chair General Abdel Fattah al-Burhan in February.
He urged the PSC to lift Sudan’s suspension from AU activities following the announcement of the roadmap and the formation of a civilian government, citing the African Solidarity Initiative, and called for the AU’s partnership in achieving comprehensive peace and reconstruction.
The Sudanese envoy also urged the PSC to press the RSF to lift its siege of El Fasher, withdraw from civilian areas, and end violations against civilians in Kordofan and Darfur. He further called on the council to press neighboring states not to facilitate the transfer of support or the movement of RSF elements across their airports and territories.
