Directives to Remove Informal Markets in Khartoum

A broad meeting of the Revenue Council in Khartoum Locality, chaired by Executive Director Abdel Moneim Al-Bashir, directed on Sunday a ban on kiosk operations and informal commercial activities along main roads and strategic locations. The council ordered a comprehensive survey of kiosks in these areas as a prelude to their removal, in addition to clearing all informal markets within the locality’s geographical boundaries.
The council further instructed a detailed survey of all commercial activities operating within administrative units as part of the 2026 budget preparation process, with the aim of incorporating these activities into next year’s revenue framework.
It stressed that the survey must reflect the economic realities of the post-war period.
The council also issued directives to begin relocating informal transportation hubs around the Central Market roundabout to alternative sites approved by the relevant committee within a week.
Additionally, it ordered completion of the survey of school properties currently used for commercial purposes in preparation for regularizing their status. It also directed authorities to document all informal housing areas in the locality as part of restructuring efforts mandated by the state’s Security Committee to reinforce state authority.
