New Vision for Export Regulation

Sudanese export companies have proposed a new vision for organizing exports under the slogan: “Towards a Strong and Promising National Economy.” The vision emphasizes legal requirements for export activities, including registration of companies or trade names according to the Labor Law of 1925, as amended in 2015.

The proposal stresses that the challenge is not registration but maintaining strict oversight to ensure activities remain transparent and compliant. Regulatory objectives include the consistent collection of fees, taxes, and export revenues, preventing hidden economic activities, and renewing records based on actual operations rather than paperwork.

It calls for accurate data collection, comprehensive membership tracking within the Employers’ Union, and coordination between major and struggling companies to reduce conflicts of interest and focus resources on national priorities.

Ahmed Babiker Hamour, former Director of the Export Insurance and Financing Agency and former head of the National Animal Wealth Bank, emphasized the need for a governmental body to promote Sudanese exports and maximize returns. He noted that he had previously submitted a proposal to the currently inactive National Council for Export Development, of which he was a member in his official capacity.

His proposal recommended establishing an Export Development Authority similar to structures in Syria, Egypt, and Saudi Arabia, combining entities involved in exports, financing, insurance, and promotion under one body with significant powers to achieve objectives. According to the proposal, this authority would act as the executive arm of the National Export Council, which would serve as the supreme national authority on exports, often chaired by the head of state in other countries.
