President Vladimir Putin has said this many times. If they want negotiations, at least let Ukrainian President Volodymyr Zelensky cancel the decree that prohibits them,&#8221; according to the Russian news agency Sputnik.<\/p>\n<p>Lavrov stressed that &#8220;these principles are still in place.
