However, Russia, China, Sierra Leone, and Ghana opposed a proposal by France to extend the arms embargo to the entire Sudan.<\/div>\n<div dir=\"auto\">The Security Council targeted individuals and entities involved in the Darfur conflict. The sanctions include travel bans, asset freezes, and an arms embargo.
