The government pointed out that it had previously expressed reservations about this report during the Food and Agriculture Organization (FAO) meetings held in Rome on December 6, 2024, which were attended by the Minister of Agriculture and Forestry.<\/p>\n<p>A government analysis obtained by Asdaa Sudan refuted the committee\u2019s claims with figures and data. On January 29, 2025, Sudanese authorities hastened to hold a press conference to deny the report\u2019s misleading and biased information and its pessimistic projections that do not reflect the reality on the ground. Furthermore, Sudan\u2019s representative at the UN Security Council, during a session on January 6, 2025, dismissed the report and presented the official viewpoint on the matter.<\/p>\n<p><strong>Allegations of Famine<\/strong><\/p>\n<p>On December 24, 2024, the IPC committee, based in Rome, leaked a report through Reuters claiming an assessment of famine conditions in Sudan. The report alleged indicators of famine in certain areas between October 2024 and December 2025, predicting its spread to additional regions until May 2025.<\/p>\n<p>The official government analysis clarified that the national team (Ministry of Agriculture), responsible for agricultural, health, and food data, did not endorse the information presented in the committee\u2019s report. Furthermore, the report\u2019s findings were not shared with Sudanese authorities before being published in the media\u2014an unacceptable and procedurally flawed approach.<\/p>\n<p><strong>Flawed Methodology and Biased Standards<\/strong><\/p>\n<p>The Sudanese government stated that the IPC report was based on a flawed methodology, biased criteria, and pessimistic projections. It also contained outdated data that did not align with the reported timeframe, in addition to significant contradictions in its content.<\/p>\n<p>The committee responsible for reviewing Sudan\u2019s famine situation (IPC, December 2024) included Oleg Beloha, Deputy Director of the Global Public Health Emergencies Branch; Nicholas Hahn, Head of Faculty at the Global Grand Challenges University; Peter Healy, Director of the Humanitarian Change Center; Daniel Maxwell, Henry J. Leir Professor at the Feinstein International Center, Tufts University; Andrew Seal, Associate Professor at University College London; and Jos\u00e9 L\u00f3pez, Director of the Global Patent Classification Program.<\/p>\n<p>It is noteworthy that the report was funded by the European Union, British Aid, USAID, Canadian Aid, and German Cooperation.<\/p>\n<p><strong>False Data and Claims<\/strong><\/p>\n<p>The report claimed that reliable data indicated famine in at least five areas: Zamzam, Abu Shouk, Al-Salam, and Western Nuba Mountains. It further predicted famine in five additional areas between December 2024 and May 2025, namely Um Kadada, Mellit, El-Fasher, Tawisha, and Al-Lait. Additionally, it alleged famine risks in 17 more areas, including Mayo, Al-Inqaz, Jebel Aulia, Greater Medani, East Gezira, Tawila, South Nyala, North Nyala, Beleil, Shattaya, Baram, Kass, Central Nuba Mountains, Al-Sunta, Al-Fardous, among others.<\/p>\n<p>The report classified these areas under Phase 5 (Famine) despite admitting the lack of updated data for 15 of these regions. It recommended that the Disaster Research Council immediately collect data to verify the existence of famine\u2014an apparent contradiction exposing the report\u2019s lack of factual grounding.<\/p>\n<p><strong>Unprecedented Food Surplus<\/strong><\/p>\n<p>The government\u2019s analysis refuting these claims emphasized that the absence of updated data for the 15 regions listed in the report does not confirm the existence of famine or even indicators of it. Sudanese authorities pointed to seasonal rainfall data and 2024 harvest results, which indicated unprecedented food abundance due to high rainfall levels and surplus production of grains and other food commodities.<\/p>\n<p>Furthermore, the IPC report\u2019s final paragraph on page 5 stated: &#8220;The risk of famine is extremely high in a large number of the 15 listed areas, despite a relative increase in humanitarian aid.&#8221; The government countered that this statement was speculative and highly biased, as it lacked concrete figures and contradicted the report\u2019s own content on page 4.<\/p>\n<p><strong>Aggressive Intelligence-Style Approach<\/strong><\/p>\n<p>On page 9 of the report, the IPC committee stated that &#8220;The Refugee Council analyzed the evidence and conducted a series of interviews with key informants to gain a deep understanding of the local context and situation.&#8221; The report also mentioned four surveys conducted in the Nuba Mountains region.<\/p>\n<p>The Sudanese government questioned the legitimacy of the Refugee Research Council, asking: &#8220;To which entity does this council belong? Who authorized it to conduct any mission within Sudanese territory? And does its analysis concern refugees from another country in areas within South and West Kordofan?&#8221;<\/p>\n<p>According to the report, the council relied on informants and spies for its analysis\u2014an approach the government described as an intelligence operation with hostile intentions rather than a humanitarian effort. The government further questioned: &#8220;Who are these informants? What are their qualifications? What are their nationalities, and on what basis do they claim to have deep knowledge of our land?&#8221;<\/p>\n<p><strong>Final Thoughts<\/strong><\/p>\n<p>The Sudanese government strongly dismissed the IPC report as an attempt to distort facts and impose external agendas under the guise of humanitarian concerns.
