Yet amid this wreckage, another trajectory emerges\u2014one moving in the opposite direction: the digital transformation led by the Ministry of Communications and Digital Transformation, which today constitutes one of the most critical lines of defense preserving what remains of the economy\u2019s ability to function, especially in the area of financial inclusion.<\/p>\n<p data-start=\"951\" data-end=\"1250\">This trajectory did not begin with the war, but over the past months it has endured the harshest real-world test\u2014and its impact has become clearly visible through tangible experiences on the ground, the most notable being the role of the <em data-start=\"1189\" data-end=\"1197\">Bankak<\/em> application during the first months of the conflict.<\/p>\n<hr data-start=\"1252\" data-end=\"1255\" \/>\n<h2 data-start=\"1257\" data-end=\"1349\"><strong data-start=\"1260\" data-end=\"1349\">1. The Ministry of Communications: A Vision for Transformation Amid the Rubble of War<\/strong><\/h2>\n<p data-start=\"1351\" data-end=\"1808\">Before the war erupted, the Ministry of Communications and Digital Transformation had already declared its clear commitment to advancing Sudan\u2019s digitalization process and participating in regional and Arab initiatives aimed at building an integrated digital economy. The Minister affirmed in multiple regional forums Sudan\u2019s dedication to supporting digital transformation programs and adopting modern applications to serve economic and social development.<\/p>\n<p data-start=\"1810\" data-end=\"1938\">Practical initiatives were launched, such as the 3\u00d73 Digital Transformation Plan, which included an economic track built around:<\/p>\n<ul data-start=\"1940\" data-end=\"2114\">\n<li data-start=\"1940\" data-end=\"1986\">\n<p data-start=\"1942\" data-end=\"1986\">a unified digital window for gold exports,<\/p>\n<\/li>\n<li data-start=\"1987\" data-end=\"2048\">\n<p data-start=\"1989\" data-end=\"2048\">a single portal for imports and exports through seaports,<\/p>\n<\/li>\n<li data-start=\"2049\" data-end=\"2114\">\n<p data-start=\"2051\" data-end=\"2114\">and dedicated platforms for agricultural and livestock exports.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2116\" data-end=\"2243\">These initiatives aimed to link foreign trade to a transparent digital system that reduces corruption and increases efficiency.<\/p>\n<p data-start=\"2245\" data-end=\"2383\">This vision positioned the Ministry not merely as a technical actor but as an economic one\u2014because every step toward digitalization means:<\/p>\n<ul data-start=\"2385\" data-end=\"2555\">\n<li data-start=\"2385\" data-end=\"2417\">\n<p data-start=\"2387\" data-end=\"2417\">reducing dependence on cash,<\/p>\n<\/li>\n<li data-start=\"2418\" data-end=\"2465\">\n<p data-start=\"2420\" data-end=\"2465\">increasing transparency in financial flows,<\/p>\n<\/li>\n<li data-start=\"2466\" data-end=\"2555\">\n<p data-start=\"2468\" data-end=\"2555\">and enabling citizens to access financial and service platforms without intermediaries.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2557\" data-end=\"2627\">These outcomes became exponentially more valuable after the war began.<\/p>\n<hr data-start=\"2629\" data-end=\"2632\" \/>\n<h2 data-start=\"2634\" data-end=\"2694\"><strong data-start=\"2637\" data-end=\"2694\">2. A Fragile Cash Economy and Low Financial Inclusion<\/strong><\/h2>\n<p data-start=\"2696\" data-end=\"3198\">Before the war, Sudan was overwhelmingly a cash-based society. Daily transactions depended on physical cash, while the use of banking and digital services remained relatively limited compared with other regional and sub-Saharan African countries. Studies on financial inclusion in Sudan indicate that access to financial services ranked among the lowest in Africa, due to structural weaknesses in the banking sector, the dominance of the informal economy, and gaps in telecommunications infrastructure.<\/p>\n<p data-start=\"3200\" data-end=\"3518\">Nevertheless, the government took early steps toward integrating into the digital economy, including Sudan\u2019s 2020 accession to the UN-based <em data-start=\"3340\" data-end=\"3367\">Better Than Cash Alliance<\/em>, aimed at accelerating the transition from printed money to digital payments and enhancing financial inclusion, transparency, and economic resilience.<\/p>\n<p data-start=\"3520\" data-end=\"3695\">This background explains why digital transformation was not a luxury, but a structural necessity long delayed\u2014only for the war to expose its importance more starkly than ever.<\/p>\n<hr data-start=\"3697\" data-end=\"3700\" \/>\n<h2 data-start=\"3702\" data-end=\"3767\"><strong data-start=\"3705\" data-end=\"3767\">3. War as a Stress Test for Sudan\u2019s Digital Infrastructure<\/strong><\/h2>\n<p data-start=\"3769\" data-end=\"4125\">When fighting erupted in April 2023, telecommunications and internet networks came under repeated attacks. The year 2023 became one of the worst years globally in terms of digital access in Sudan, marked by constant internet shutdowns, communication restrictions, and disruptions that directly affected citizens\u2019 ability to communicate and access services.<\/p>\n<p data-start=\"4127\" data-end=\"4562\">In February 2024, long outages in mobile networks cut millions of Sudanese off from essential services, forcing many to seek alternative solutions such as satellite-based communication (<em data-start=\"4313\" data-end=\"4323\">Starlink<\/em>) just to buy food or contact family members. Amid this chaos, media reports noted that network disruptions prevented citizens from using banking apps like <em data-start=\"4479\" data-end=\"4487\">Bankak<\/em> for payments and transfers at a time when physical cash had become scarce.<\/p>\n<p data-start=\"4564\" data-end=\"4693\">In other words: <strong data-start=\"4580\" data-end=\"4692\">every minute of network outage translated into complete economic paralysis for entire regions of the country<\/strong>.<\/p>\n<hr data-start=\"4695\" data-end=\"4698\" \/>\n<h2 data-start=\"4700\" data-end=\"4800\"><strong data-start=\"4703\" data-end=\"4800\">4. \u201cBankak\u201d as a Case Study \u2014 How It Saved Daily Economic Life During the First Months of War<\/strong><\/h2>\n<p data-start=\"4802\" data-end=\"4975\">Within this turbulent context, the <em data-start=\"4837\" data-end=\"4845\">Bankak<\/em> application\u2014the mobile banking platform of Bank of Khartoum\u2014emerged as a genuine digital lifeline for everyday economic activity.<\/p>\n<p data-start=\"4977\" data-end=\"5185\">With cash circulation collapsing due to severe liquidity shortages, and with bank branches inaccessible because of the fighting, financial transactions increasingly relied on electronic transfers via the app.<\/p>\n<p data-start=\"5187\" data-end=\"5452\">A report by the <strong data-start=\"5203\" data-end=\"5219\">CALP Network<\/strong> on humanitarian response in Sudan stated clearly that since April 15, 2023, financial operations became heavily dependent on <em data-start=\"5345\" data-end=\"5353\">Bankak<\/em> for money transfers and payments, alongside airtime-based transfers provided by telecom companies.<\/p>\n<p data-start=\"5454\" data-end=\"5762\">Field reports published by <strong data-start=\"5481\" data-end=\"5505\">The New Humanitarian<\/strong> described banking apps in Sudan as having transformed into a <em data-start=\"5567\" data-end=\"5589\">\u201cdigital safety net\u201d<\/em> for millions during the early months of the war, enabling people to buy food and essential goods amid widespread displacement and the collapse of the formal banking system.<\/p>\n<p data-start=\"5764\" data-end=\"6025\">International news reports also highlighted that many citizens had no means to buy food or pay for services because they lacked sufficient cash and relied entirely on <em data-start=\"5931\" data-end=\"5939\">Bankak<\/em>. Any disruption to the network or the app immediately translated into acute hardship.<\/p>\n<p data-start=\"6027\" data-end=\"6082\">The <em data-start=\"6031\" data-end=\"6039\">Bankak<\/em> experience demonstrated a critical lesson:<\/p>\n<h3 data-start=\"6084\" data-end=\"6266\"><strong data-start=\"6088\" data-end=\"6266\">Digital transformation is not a technological luxury \u2014 it is essential infrastructure, equal in importance to electricity, water, and roads, especially during war and crises.<\/strong><\/h3>\n<hr data-start=\"6268\" data-end=\"6271\" \/>\n<h2 data-start=\"6273\" data-end=\"6367\"><strong data-start=\"6276\" data-end=\"6367\">5. Strategic Implications for the Ministry of Communications and Digital Transformation<\/strong><\/h2>\n<p data-start=\"6369\" data-end=\"6495\">What unfolded during the war presents the Ministry and the country\u2019s economic institutions with several foundational messages:<\/p>\n<h3 data-start=\"6497\" data-end=\"6564\"><strong data-start=\"6501\" data-end=\"6562\">1. Strengthening the resilience of digital infrastructure<\/strong><\/h3>\n<p data-start=\"6565\" data-end=\"6762\">Investment is essential in communication networks that can operate during emergencies, with alternative energy sources and geographically diversified nodes to reduce the risk of nationwide outages.<\/p>\n<h3 data-start=\"6764\" data-end=\"6814\"><strong data-start=\"6768\" data-end=\"6812\">2. Expanding digital financial inclusion<\/strong><\/h3>\n<p data-start=\"6815\" data-end=\"7103\">While <em data-start=\"6821\" data-end=\"6829\">Bankak<\/em> has proven indispensable for those with access to smartphones, millions remain excluded. Broader solutions are needed\u2014such as mobile money wallets, banking agents, and USSD-based payment systems\u2014supplemented with strong regulation to protect users and prevent exploitation.<\/p>\n<h3 data-start=\"7105\" data-end=\"7187\"><strong data-start=\"7109\" data-end=\"7185\">3. Integrating digital transformation with trade and production policies<\/strong><\/h3>\n<p data-start=\"7188\" data-end=\"7427\">Initiatives such as the unified gold export window and the digital trade portal can become powerful tools to combat smuggling, increase revenue, and improve the business environment\u2014if linked to secure, transparent digital payment systems.<\/p>\n<h3 data-start=\"7429\" data-end=\"7477\"><strong data-start=\"7433\" data-end=\"7475\">4.
