In a statement, the council described the invitations extended to the conference as selective and provocative, allegedly issued at the behest of parties supporting the militia, while excluding official entities that represent Sudan and its people.

The council emphasized that any political process must originate from within Sudan, with the participation of all national political forces, and free from external pressures and international tutelage. It reiterated its commitment to the vision of the Sudanese government, as presented by the Chairman of the Sovereignty Council and the Prime Minister, considering it a national framework that reflects state priorities and safeguards sovereignty. The council also called on the international community to respect Sudan’s sovereignty and to refrain from supporting parallel tracks that weaken the internal front and prolong the war.

For his part, political analyst Mohammed Torchine pointed to the Gulf War and its repercussions, highlighting their impact on both the conflict in Sudan and the Berlin Conference. He stressed that there is no unified international vision to resolve the Sudanese war by restoring state unity and its institutions, or by addressing the militia issue, particularly in light of escalating situations in Iran and Palestine. He added: “The Berlin Conference will bring nothing new—it is no different from the Paris and London conferences. I believe nothing significant will change on the ground, nor will it achieve meaningful breakthroughs in the course of military confrontations that could pave the way toward a political settlement leading to a peace agreement.”

Meanwhile, Sudan’s ambassador to Berlin, Ilham Ibrahim, submitted an official memorandum last week to the German Foreign Ministry, conveying the Sudanese government’s rejection of holding a conference on Sudan without its participation, consent, and consultation on all arrangements. During a meeting with Ambassador Jessa Brautigam, Director for Sub-Saharan Africa and the Sahel at the German Foreign Office, she affirmed that any deliberation or decision regarding Sudan without the involvement of its government constitutes a flagrant violation of international law and the United Nations Charter, as well as a breach of state sovereignty and established diplomatic norms.

The ambassador stressed Sudan’s rejection of excluding its government—backed, she said, by the vast majority of the Sudanese people—and equating the national state and its legitimate institutions with what she described as a terrorist militia. She warned that such an approach undermines the national state, encourages the emergence of parallel entities, and renders the conference’s deliberations devoid of practical value, ultimately failing to achieve peace or stability.

She also expressed Sudan’s concern over the participation of countries directly or indirectly involved in the war, noting that this undermines the credibility of the conference and encourages continued external interference that fuels the conflict and destabilizes both Sudan and the broader region.

The ambassador reiterated Sudan’s commitment to a peaceful, just, and sustainable solution in line with the roadmap presented by the Chairman of the Sovereignty Council in 2025, along with subsequent initiatives put forward by the Prime Minister the same year. She described these as a practical framework for achieving peace and stability, while welcoming any regional and international efforts that support and complement them. Sudan, she affirmed, remains ready to engage in any initiative that respects its sovereignty, unity, and territorial integrity.

She further warned that the “tutelage approach” reflected in the conference could prompt Sudan to reconsider its relations with the countries organizing and sponsoring the event.

At the same time, calls have been launched in Berlin and neighboring countries for Sudanese communities to organize protests denouncing the conference and the countries backing it. The Sudanese Diaspora Alliance (SADA) has taken a leading role in opposing the conference, announcing the arrival of a delegation in Berlin headed by its chairman, Abu Bakr Shabbo, along with several executive members, to begin a peaceful sit-in in front of the German Foreign Ministry.

The main demonstration is scheduled to take place today at 12:00 noon, followed by a seminar at 5:00 p.m. in Berlin. This mobilization comes as part of the group’s rejection of the Berlin Conference in both form and substance, and its insistence on national sovereignty and genuine representation of the Sudanese people.

Despite the organizers’ insistence on proceeding with the conference—reportedly amplifying the voice of the Rapid Support Forces and their supporters while excluding the official government voice, which is seen as representing the majority of Sudanese—observers believe the event will remain largely symbolic. They argue that it will have no real impact on the military situation in Sudan or on political pressure to bring the parties to the negotiating table, particularly given the escalating regional conflicts and their effects on the global economy, as well as the preoccupation of key international actors with the ongoing war in the Middle East.

Report – Sudan Events The Revolutionary Awakening Council has announced its categorical rejection of the Berlin Conference on Sudan, citing the absence of the Sudanese government.
