{"id":61891,"date":"2026-07-10T16:35:13","date_gmt":"2026-07-10T13:35:13","guid":{"rendered":"https:\/\/sudanevents.com\/?p=61891"},"modified":"2026-07-10T16:35:13","modified_gmt":"2026-07-10T13:35:13","slug":"al-ahdath-publishes-the-u-s-proposal-to-end-the-conflict-in-sudan","status":"publish","type":"post","link":"https:\/\/sudanevents.com\/index.php\/2026\/07\/10\/al-ahdath-publishes-the-u-s-proposal-to-end-the-conflict-in-sudan\/","title":{"rendered":"Al-Ahdath Publishes the U.S. Proposal to End the Conflict in Sudan"},"content":{"rendered":"<p><strong>Cairo \u2013 Sudanese columnist Al-Tahir Satti has revealed details of the U.S. proposal delivered by Massad Boulos, Senior Adviser to the U.S. President, to Sudanese Foreign Minister Mohi El-Din Salem during their meeting in Cairo on June 19.<\/strong><\/p>\n<p><strong>Key Provisions of the U.S. Proposal:<\/strong><\/p>\n<ul>\n<li><strong>A nationwide humanitarian ceasefire lasting 90 days to facilitate the delivery of humanitarian assistance and support negotiations.<\/strong><\/li>\n<li><strong>The establishment of a joint committee to oversee and monitor the implementation of the ceasefire.<\/strong><\/li>\n<li><strong>The creation of a United Nations mechanism, with the participation of the African Union and the Arab League, to support:<\/strong>\n<ul>\n<li><strong>Limited withdrawal operations.<\/strong><\/li>\n<li><strong>The delivery of humanitarian aid.<\/strong><\/li>\n<li><strong>The protection of civilians.<\/strong><\/li>\n<li><strong>The return of displaced persons.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Security and Political Arrangements:<\/strong><\/p>\n<ul>\n<li><strong>Respect for Sudan\u2019s unity, sovereignty, and territorial integrity.<\/strong><\/li>\n<li><strong>An end to foreign military interference, the cessation of all forms of external support, the withdrawal of foreign fighters, and measures to prevent the flow of illicit weapons.<\/strong><\/li>\n<li><strong>Negotiations aimed at reaching a permanent ceasefire, accompanied by security arrangements that include the withdrawal and redeployment of forces.<\/strong><\/li>\n<li><strong>Initial priority to be given to North Darfur and North Kordofan states.<\/strong><\/li>\n<li><strong>The implementation of disarmament, demobilization, and reintegration programs, along with the cantonment of forces.<\/strong><\/li>\n<li><strong>The preservation of a unified national army accountable to an elected civilian government.<\/strong><\/li>\n<li><strong>The deployment of international monitors to support the implementation of the ceasefire and ensure civilian protection.<\/strong><\/li>\n<\/ul>\n<p><strong>The Political Process:<\/strong><\/p>\n<ul>\n<li><strong>A comprehensive Sudanese-led dialogue to establish a civilian-led transitional process.<\/strong><\/li>\n<li><strong>The formation of an elected civilian government.<\/strong><\/li>\n<li><strong>Ensuring that the political process and state institutions remain free from extremist groups linked to the Muslim Brotherhood or militias accused of committing atrocities.<\/strong><\/li>\n<li><strong>The establishment of a reconstruction fund.<\/strong><\/li>\n<\/ul>\n<p><strong>Note: The meeting held the following day between Sovereignty Council member Lieutenant General Shams al-Din Kabbashi and Massad Boulos was described as positive.
