African Peace and Security Council: Firing the Final Shot at the Militia Government’s Coffin

The Ministry of Foreign Affairs welcomed the statement issued by the African Peace and Security Council, which included a clear and unequivocal condemnation of the Rapid Support Forces (RSF) and their allies for declaring the establishment of a parallel government.

The African Peace and Security Council, in its statement, called on all member states and the international community not to recognize any government or entity seeking to divide Sudan or govern any part of its territory or institutions. It also urged African states and the international community to refrain from supporting or assisting any armed or political group seeking to establish a parallel government or state in Sudan. The council affirmed that it does not recognize the so-called parallel government and reiterated its commitment to preserving Sudan’s sovereignty, unity, and territorial integrity.

Welcoming and Appreciation

The Ministry of Foreign Affairs expressed deep appreciation and welcomed the press statement issued by the African Peace and Security Council following its meeting today. The statement included a clear and comprehensive condemnation of the RSF’s declaration of a parallel government, expressed grave concern over this step, and warned of the serious threat it poses to Sudan’s unity.

The council reiterated its call on all member states and the international community not to recognize any government or entity seeking to divide Sudan or govern part of its territory or institutions. It also urged African states and the international community to refrain from supporting or assisting any armed or political group aiming to establish a parallel government or state in Sudan. The council reaffirmed that it does not recognize the so-called parallel government and renewed its commitment to preserving Sudan’s sovereignty, unity, and territorial integrity.

Commitment to Principles

The Ministry of Foreign Affairs stated that this strong stance reflects a full commitment to the principles upon which African collective action was founded, as outlined in the Constitutive Act of the African Union, the Charter of the Organization of African Unity, the United Nations Charter, and the fundamental rules of the contemporary international order. Among the most important of these principles are the preservation of state sovereignty, unity, and territorial integrity, and the rejection of interference in internal affairs.

This decisive and principled position from the African Union confirms the complete international rejection of the conspiracy led by the genocidal militia and its regional backers, as well as those acting under their command in the region, to undermine Sudan’s unity and sovereignty. This rejection has also been reflected in statements from the United Nations Secretary-General, the UN Security Council, the Arab League, the International Conference on the Great Lakes Region, and influential member states of the international community.

Sudan renewed its appreciation for these clear positions consistent with international law, which will provide strong support to the Sudanese people and national institutions in defending their sovereignty, unity, dignity, and independence.

The African Union Ends Dagalo’s Dreams

The African Peace and Security Council has effectively put the final nail in the coffin of the idea of a parallel government that the militia intends to announce. The council firmly rejected this plan and called on all member states not to recognize any such government or entity seeking to divide Sudan or govern any part of its territory or institutions.

The African Union’s Peace and Security Council held its 1264th meeting on March 11, 2025, to discuss the situation in Sudan. The council took note of the opening remarks delivered by Ambassador Mohamed Arouchi, the Permanent Representative of the Kingdom of Morocco to the African Union and Chair of the Peace and Security Council for March 2025.

The council also recalled its previous decisions and statements regarding the situation in Sudan. It expressed deep concern and outright condemnation of the recent developments in Sudan, particularly the declaration by the RSF and its allied political and social forces to form a parallel government in the Republic of Sudan, warning that this step represents a serious threat to the country’s unity.

Non-Recognition of the Parallel Government

The council called on all African Union member states and the international community not to recognize any parallel government or entity seeking to divide Sudan or govern any part of its territory or institutions. It also urged member states and the international community to refrain from providing any support or assistance to any armed or political group aiming to establish a parallel government or entity within Sudan.

The council affirmed that it does not recognize the so-called parallel government or any alleged entity in the Republic of Sudan. It also renewed its commitment to preserving Sudan’s sovereignty, unity, and territorial integrity and to working toward a peaceful resolution of the devastating conflict, which has caused the world’s largest humanitarian crisis, displacing more than 12 million Sudanese civilians.

Permanent Solutions and New Cooperation

The council reaffirmed the African Union’s unwavering commitment to cooperating with all Sudanese parties to find lasting solutions to end the conflict, in line with the roadmap adopted at the level of heads of state and government on May 27, 2023.
