Al-Burhan: The Quad is not beyond reproach if the UAE is part of it, and Musaed Boulos’s proposal is unacceptable

The Chairman of the Sovereignty Council and Commander-in-Chief of the Armed Forces, General Abdel Fattah Al-Burhan, met on Sunday with senior army officers holding the rank of brigadier general and above, in the presence of Sovereignty Council member and Assistant Commander-in-Chief General Yasir Al-Atta, Sovereignty Council member and Assistant Commander-in-Chief General Ibrahim Jaber, the Chief of Staff and his deputies, the Deputy Director of the Police Forces, the Deputy Director of the General Intelligence Service, and a representative of the Joint Forces.
In his address, Al-Burhan said that if the UAE is part of the Quad, Sudan considers this Quad not blameless, especially since the whole world has witnessed that the UAE supports the rebels against the Sudanese state.
He stated that it is impossible to accept the UAE as a mediator in the crisis, explaining that the narrative repeated by Mossad Boulos, Advisor to the U.S. President on Middle East and Africa Affairs, regarding alleged Muslim Brotherhood control within the army, is a narrative that has long been promoted by the UAE. He stressed that this is nothing more than a scare tactic used on the Americans, Saudis, and Egyptians.
Al-Burhan asserted that this narrative is false and a blatant lie, emphasizing the military institution’s ability to reform and restructure itself. He added that the Al-Dagalo militia is a terrorist and rebellious group that has killed and looted Sudanese civilians and committed genocide and ethnic cleansing. He noted that several countries support this militia, all of whom are unacceptable to Sudan, in addition to political groups aligning with the militia, also unacceptable.
“We are not advocates of war, nor do we reject peace, but no one can threaten us or impose conditions on us,” he said. “The Sudanese people are not weak, nor is their army.” He affirmed his confidence in army officers, NCOs, and soldiers, saying that this confidence is their source of strength.
Al-Burhan assured that the armed forces are determined to restore all territories desecrated by the rebellion in Kordofan and Darfur, adding: “We will expel them from Sudan, and victory will be ours as long as we are on the side of truth.” He stated that they are committed to fighting this battle with honor and dignity and without any external interference. He said that the Battle of Dignity is a battle for the survival of all Sudanese, stressing that the army is not fighting tribes or specific population groups, but is fighting the rebels.
He called on tribal leaders who support the rebel Abdulrahim Dagalo to heed reason and avoid sending their sons to die in this war, noting that many youth from these tribes have already perished.
Al-Burhan also praised Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince of Saudi Arabia, for his initiative and efforts to achieve peace in Sudan, noting that his conversation with U.S. President Donald Trump clarified the true picture of what is happening in Sudan.
He said that Sudanese people who have suffered from this war greatly appreciate the Crown Prince’s efforts, describing the initiative as an opportunity to spare Sudan destruction and division. He added: “We rely on this initiative and consider it the voice of truth and the voice of the region, as the security of the Red Sea matters to everyone.”
He stated: “We will engage with this initiative in a way that leads to ending the war in the best manner that satisfies all Sudanese,” noting that many initiatives have been proposed recently but were mostly rejected because they kept the rebels in the picture.
He said the Quad’s initiative presented three proposals. The first, he said, was not even worthy of public discussion because it contradicts Sudanese state principles, the sacrifices of the Sudanese people, and the aspirations of the military. Therefore, Sudan presented a roadmap to them and to regional and international partners containing Sudan’s vision for resolving the crisis.
He noted that any ceasefire must be accompanied by measures including the withdrawal of the militia from every area it entered after the Jeddah Agreement—meaning their withdrawal from Zalingei, El Geneina, El Fasher, Nyala, and all cities they captured. They must then be assembled in designated areas to allow civilians to return home, followed by a Sudanese dialogue to determine Sudan’s future.
He added that the paper presented by the Quad through Mossad Boulos is the worst proposal ever submitted, as it eliminates the armed forces, calls for dissolving all security agencies, and keeps the rebel militia in its current positions.
He explained that if the mediation continues in this direction, Sudan will consider it biased. He said the U.S. envoy speaks as if he wants to impose certain conditions on Sudan, adding: “We fear that Mossad Boulos may become an obstacle to the peace sought by all Sudanese.”
He noted that Boulos accuses the government of obstructing humanitarian aid and using chemical weapons. Al-Burhan responded: “We say to him: your proposal is unacceptable.” He stressed the need to adopt the Sudanese government’s roadmap, adding: “No one in Sudan accepts these rebels or their inclusion in any future solution.”
Al-Burhan pointed out that the narratives propagated by Boulos are nothing but echoes of the propaganda of “Sumood” and the militia’s media networks, adding that he speaks with the voice of the UAE and attempts to dictate the future of a political process that is purely a Sudanese matter.
He added that the Sudanese state is under targeted attack, making unity essential to confront this threat.
He stressed that the Battle of Dignity is a battle for the survival of all Sudanese and that half-solutions are unacceptable. He said the solutions currently presented are an open call for dividing Sudan, asking: “How can there be a ceasefire when the militia occupies cities and regions?” He emphasized the need to assemble the militia and secure the surrender of their weapons with guarantees.
“No one can impose Hamdok or Hemetti on us,” he said. “Those dreaming of ruling Sudan, led by Hamdok, will not be able to rule it again. Those hiding abroad must return and face the Sudanese people.”
He added that claims about the government obstructing humanitarian assistance are nothing but a scare tactic, noting that the government has opened all airports to relief convoys. He highlighted the international community’s failure to rescue the people of El Fasher, pointing to UN Security Council resolutions demanding the lifting of the siege on El Fasher, which the rebel militia has not implemented and for which no action has been taken.
