Putin Welcomes U.S. Proposals on Ukraine

The Ukraine war file has seen significant political momentum in recent hours, with increasing international contacts regarding the revised draft U.S. peace plan. European positions continue to reject any settlement discussed without their involvement, while Kyiv maintains its insistence on sovereignty and national interests.

The Kremlin stated that Russian President Vladimir Putin informed his Turkish counterpart, Recep Tayyip Erdoğan, during a phone call that the U.S. proposals could serve as a basis for resolving the conflict, emphasizing Moscow’s openness to a political and diplomatic solution.

President Erdoğan stressed Turkey’s readiness to facilitate direct communication between Moscow and Kyiv and contribute to any effort leading to a “just and lasting” peace.

Previously, U.S. President Donald Trump gave Ukrainian President Volodymyr Zelensky a deadline of 27 November to respond to the initial draft of the plan, which consists of 28 points. The draft included Russian demands that Kyiv described as “harsh,” including the surrender of parts of Ukrainian territory.

During recent Geneva meetings, Kyiv pushed for revisions on points affecting sovereignty, and negotiators announced that the new version “accommodates most Ukrainian priorities.” Both parties described the discussions as “constructive and focused on a just and lasting peace.”

In Europe, German Chancellor Friedrich Merz emphasized that any peace plan must receive full European approval, noting that the continent’s interests cannot be bypassed in any settlement. European Council President António Costa also held talks with President Zelensky to assess Kyiv’s perspective on ongoing negotiations.

In Paris, French Foreign Minister Jean-Yves Le Drian described the Geneva talks between European and American officials as “constructive and useful,” highlighting continued work on peace terms that respect Ukraine’s sovereignty and ensure Europe’s security.
