Khartoum: Controls on Services Committees

The Governor of Khartoum, Ahmed Osman Hamza, issued a decision regarding the controls for the formation and organization of the work of the services steering committees in the state, based on the directive of the Minister of the Federal Governance Chamber to dissolve the change and services committees and form steering committees.
The Governor’s decision stipulated the formation of higher committees in the localities to supervise the work of forming service steering committees, provided that the executive directors in the localities form committees in the administrative units to carry out the procedures for forming committees in neighborhoods, villages, and industrial areas, and the formation should be harmonious as much as possible in light of the security conditions.
The steering committees are responsible for strengthening the foundations of national unity among the people, rejecting partisanship and tribal and regional sectarianism, assisting in providing the necessary basic services and following up their implementation with the local executive organs, contributing to organizing voluntary and humanitarian work in the event of disasters, issuing administrative certificates, and strengthening community security to contribute to repairing the social fabric and any other tasks stipulated in the Local Governance Law of 2017.
The decision stipulated the conditions for membership of the services steering committees, which are that the member must be of Sudanese nationality by birth, must not be less than 18 years old, must be a resident of the neighborhood, must not have any political affiliation, must not have previously participated in the dissolved services and change committees and previous popular committees.
In addition, the decision stipulates that services steering committees must maintain comprehensive accounts and data for revenues and expenses under the supervision of administrative units and be subject to certified audit, and executive directors must put the decision into effect.
