Member of the Sovereign Council and Deputy Commander-in-Chief of the Armed Forces, Lieutenant General Shams Al-Din Kabashi, returned to the country on Monday evening after an official visit to Juba that lasted several days.
During the visit, he discussed with the senior leadership and senior officials in South Sudan bilateral relations between the two countries and the development of joint cooperation on a number of strategic issues of common interest.
Kabashi praised the mediation efforts of the State of the South and its keenness to reach an agreement regarding the delivery of humanitarian aid to those in need in South and West Kordofan and the Blue Nile.
The Minister of Defense and head of the government negotiating delegation, Lieutenant General Yassin Ibrahim, expressed in a press statement the government’s regret for the stubborn position of the SPLM-N, its reversal, and its refusal to sign the document to deliver humanitarian aid to citizens affected by the war in the two regions.
The Minister of Defense expressed his regret at the collapse of the negotiation round between the government and the SPLM-N because the movement’s delegation did not adhere to the directives of the mediation committee.
He explained that the movement’s delegation did not submit any draft agreement, and its response to the government’s draft was structural and did not include the fundamental issues related to delivering aid to citizens in the concerned states.
The Minister of Defense said that humanitarian work should only be concerned with human life, away from any other political or security goals, noting that the movement insisted on including the rebel Rapid Support militia in the negotiation process, which demonstrates the Popular Movement’s identification with the grave violations committed by the terrorist militia against the people. Sudanese.
The head of the government delegation added that the SPLM-N insisted on not signing or considering any document or agreement proposal presented by the government delegation or the mediation committee to deliver humanitarian aid to the aforementioned states, under the pretext that humanitarian aid can be passed without any written commitment, ignoring the most important obligations of humanitarian work, which is the necessity of securing specific paths in areas where there are conflicts.
He pointed out that the movement submitted a proposal that contradicts the principles of the United Nations Charter regarding respect for the sovereignty of states, in which it indicated the possibility of each party signing a unilateral agreement with the United Nations with a certificate of mediation.
