Ministry of Finance Organizes Salary and Benefits Payments for State Employees

The Ministry of Finance and Economic Planning has issued a directive to regulate the payment of salaries and entitlements for government employees. Abdullah Ibrahim, the Undersecretary of the Ministry, explained in a press statement on Thursday that the directive follows Cabinet Resolution No. (149) concerning the organization of disbursements. He affirmed that all public units, agencies, and state-owned companies are required to pay employees’ entitlements through bank accounts only, with no cash payments allowed. Employees without bank accounts must open salary accounts in various banks.
The Undersecretary also announced that the Ministry of Finance will deposit any entitlements previously paid in cash as deposits into the employees’ accounts once they are opened.
In a related development, the Ministry issued another directive based on Cabinet Resolution No. (150) to regulate the receipt of cash payments and the settlement of government obligations. This decision mandates that all public units, agencies, and government companies activate their accounts with the Central Bank of Sudan, cancel the previous signatures on these accounts, and authorize new signatures in coordination with the Ministry of Finance and the Bank. The directive also requires that all government obligations be paid via bank transfers and approved electronic payment methods, stressing the need for tighter controls on accounting and oversight systems in all government units.
