African Development Bank Commends Finance Ministry’s Public Finance Reform Initiative

Undersecretary of the Ministry of Finance Abdullah Ibrahim briefed an African Development Bank (AfDB) mission on the ministry’s public finance reform initiative, which set out an integrated reform roadmap starting in the last quarter of 2021 and is being implemented in defined phases, beginning with the preparation of the draft Public Finance Law.

During his meeting with the mission—headed by the AfDB Regional Director for East Africa at the ministries complex in Port Sudan—the undersecretary reviewed the ministry’s implementation of the electronic revenue collection and payment system (Eisaley) since July 2024, under the supervision of the Sovereignty Council and through national cadres and expertise from all relevant entities. The system was fully financed by the Ministry of Finance without reliance on any foreign experts or external funding.

He provided a detailed explanation of the anticipated gains from implementing the Eisaley system in reforming public finance, improving state financial performance, enforcing transparency, and strengthening the ministry’s authority over public funds.

The AfDB mission commended the Ministry of Finance’s initiative, describing it as an unprecedented achievement given the wartime conditions facing Sudan. The head of the mission noted that the accomplishments reflect improved government capacity in managing and implementing budgets and financed projects efficiently, encouraging the bank to execute projects through government units.

The mission also praised the efficiency of Sudanese cadres and expertise that implemented the initiative and system, affirming that they are no less competent than professionals working in regional and international financing institutions.

It was emphasized that the initiative represents a positive step toward enhancing the efficiency of public spending and improving resource management, thereby strengthening partnerships with regional and global financing institutions.
