Expert Predicts Tax Hikes in Sudan’s 2025 Emergency Budget

Banking expert Dr. Omar Mahjoub expects that Sudan’s 2025 emergency budget will include a series of tax increases, with a strong emphasis on maximizing government revenues from the gold sector and focusing on reliable sources of income. He also anticipates a push for international grants, alongside efforts to reduce and streamline government spending.
Dr. Mahjoub told Al-Ahdath that, in wartime budgets, the main goal is always to cover war-related expenses, including defense allocations, payrolls, worker benefits, and other operating costs. Additionally, the budget typically covers subsidies, social assistance, and funds for airport infrastructure and other essential projects.
He stressed the need for coordinated financial and monetary policies to curb inflation and maintain a stable exchange rate. Mahjoub noted there is little expectation for development programs or plans to reduce trade deficits and public debt during wartime budgets.
