Intelligence Chief: Militia Recruited Mercenaries from 17 Countries

The Director General of Sudan’s General Intelligence Service, Lieutenant General Ahmed Ibrahim Mufaddal, headed Sudan’s delegation to the International Meeting of Senior Security Officials, held in Moscow, Russia, from May 26 to 29, with the participation of representatives from 145 countries and a number of relevant organizations and institutions.

According to Sudan’s Ambassador to the Russian Federation, Mohamed Al-Ghazali Siraj, speaking to the Sudan News Agency (SUNA), the conference served as a major gathering of security leaders from around the world to exchange views on current international security challenges and discuss effective solutions.

He described Sudan’s participation as distinguished, both in terms of the intensive schedule and the substance of the meetings conducted by the Director General of the General Intelligence Service. The event provided an opportunity to brief security leaders and conference participants on the latest developments in Sudan, as well as the regional and international dimensions of the Sudanese crisis.

In his address, Lt. Gen. Mufaddal stated that external interventions under a unipolar international system that disregards the fundamental principles guiding international relations have created imbalances and encouraged some countries to pursue hostile policies, sanctions, and double standards. He said such practices have ignored violations committed against Sudan, in clear breach of international and humanitarian law and the principle of non-interference in the internal affairs of states, leading to atrocities, crimes, and the prolongation of the war.

Ambassador Al-Ghazali added that Mufaddal’s speech addressed the consequences of impunity and the continued violations committed by the rebel militia, including its recruitment of mercenaries from more than 17 countries, which he said poses a threat to regional and international security.

He noted that the speech provided a detailed and profound analysis of the current international landscape and the resulting imbalance caused by the actions of a dominant global power using coercive tools to pursue narrow interests. According to the speech, these practices have contributed to wars and conflicts over resources and influence, resulting in displacement, poverty, and instability.

The ambassador said that while the speech examined the international situation and its implications, it also presented constructive proposals for addressing structural imbalances in the international system. These included reforming the United Nations system and promoting principles that would support a safer and more stable multipolar world capable of defending vulnerable peoples and fostering healthy international relations based on sovereignty and national interests without interference in internal affairs.

Al-Ghazali further stated that the visit provided an opportunity for several meetings with Russian security officials to discuss frameworks for cooperation and coordination on security matters and to exchange views on regional and international developments.

Lt. Gen. Mufaddal also held a number of bilateral meetings with heads of participating delegations, focusing on regional and international challenges and ways to strengthen bilateral relations between Sudan and their respective countries.

The visit also gave momentum to bilateral relations between Sudan and Russia through important meetings with the Deputy Foreign Minister, Deputy Defense Minister, and the Chairman of the Foreign Affairs Committee of the Russian State Duma.

According to the ambassador, these meetings provided an opportunity to present a detailed briefing on the situation in Sudan, the government’s vision for achieving peace, and efforts to address both domestic challenges and external factors affecting the Sudanese crisis.

The meetings also reaffirmed the commitment to strengthening and expanding cooperation across political, economic, security, and military fields.

The ambassador stated that the proposals presented by Lt. Gen. Mufaddal were met with considerable understanding and acceptance by the Russian side, which expressed its strong desire to further develop bilateral relations and support Sudan during its current crisis. Russia also emphasized its commitment to maintaining dialogue through various bilateral and multilateral engagements throughout the year and its readiness to support Sudan and oppose any attempts to undermine its unity and independence.
